Text of the Agreement
  Background and Negotiations
   

On 10 September 2010, Costa Rica, El Salvador, Honduras and Panama agreed to launch negotiations for an FTA with Peru. While the negotiations would be developed jointly, the agreement would have a bilateral basis between Peru and each of the participating Central American countries. The first round of negotiations was held in Peru on 08-12 November 2010. Guatemala participated as well in this round of negotiations. The second round took place in Panama from 17 to 21 January 2011. The third round was held from 28 February to 04 March 2011 in San Jose, Costa Rica. A mini round of negotiations took place in Panama from 04 to 08 April 2011. The fourth round of negotiations was held in Lima, Peru from 02 to 06 May 2011. During this round, Peru and Panama, as well as Peru and Costa Rica concluded negotiations of their respective free trade agreements. On 25 May 2011 Panama and Peru signed a free trade agreement. Costa Rica and Peru, in turn, signed a free trade agreement in San Jose, Costa Rica on 22 May 2011.

  Entry into Force
   

On 27 March 2012, the Peruvian Government ratified the Free Trade Agreement between Peru and Costa Rica. On 11 March 2013 and 22 April 2013, Costa Rica’s National Assembly approved in first and second debates, respectively, the FTA between Costa Rica and Peru. The Costa Rica-Peru free trade agreement entered into force on 01 June 2013.

  Implementation of the Agreement
   

Article 17.1 establishes the Free Trade Commission composed of representatives at the ministerial level of each Party.
