Background and Negotiations |

|
On 18 November 2003, the USTR notified the U.S.
Congress of the Administration's intent to enter
into free trade negotiations with Bolivia, Colombia,
Ecuador and Peru, all of whom are beneficiaries of
the Andean Trade Preference Act (ATPA).
Peru, along with Colombia and Ecuador and with
Bolivia participating as an observer, began free trade negotiations
with the United States on 18 May
2004. After thirteen rounds of
negotiation, on 7 December 2005, Peru and the United States concluded negotiations. On 6
January 2006, the U.S. President sent to Congress a notice of
his intent to enter into a free trade agreement with
the Republic of Peru and on 12 April 2006 Peru and
the United States signed the U.S.-Peru Trade Promotion
Agreement (PTPA).
On 25 June 2007, the United States and Peru reached an agreement to amend the U.S.-Peru Trade Promotion Agreement. These legally binding amendments were negotiated to reflect the bipartisan agreement on trade reached at the U.S. Congress on 10 May 2007.
There were thirteen rounds of Andean-U.S. negotiations, beginning in May 2004 and ending in
November 2005.

The U.S. House of Representatives approved the U.S.-Peru Trade Promotion
Agreement on 8 November 2007. On 4 December 2007 the U.S. Senate approved the agreement. On 14 December 2007,
The U.S. President signed into law H.R. 366, the United States-Peru Trade Promotion Agreement Implementation
Act.
On 16 January 2009, the U.S. President issued a proclamation to implement the U.S.-Peru Trade Promotion
Agreement as of 1 February 2009.

Implementation
|
|
|
On 13-17 April 2009, Representatives from the Governments of the United
States and Peru held meetings to continue discussions on the Forest Sector (Logging) Annex to the Environment
Chapter of the U.S.-Peru Trade Promotion Agreement (PTPA). On 15 July 2009, the United States and Peru held the first meeting of the Forest Sector Sub Committee
established under the United States - Peru Trade Promotion Agreement.
On 17 February 2010, both countries held the first meeting of the Environmental Affairs Council (EAC). The
second EAC meeting, the third meeting of the Sub-Committee on Forest Sector Governance, and the first meeting
of the Environmental Cooperation Commission (ECC) were convened on April 27 and 28, 2011.

Article 20.1 of the United States-Peru Trade
Promotion Agreement establishes the Free Trade Commission for the implementation and development of the Agreement.
The Commission is comprised of cabinet-level representatives from both countries.
The first meeting of the Free Trade Commission (FTC) of the United States- Peru Trade TPA took place on 18
February 2010. The second meeting of of the FTC was held in Lima, Peru on 13 July 2011.
Pursuant to Article 17.5 of the Peru - United States Trade Promotion Agreement (TPA), the Council
oversees the implementation of, and reviews progress made under, Chapter 17 (Labor Chapter) of the TPA,
including the activities of the Labor Cooperation and Capacity Building Mechanism established under article
17.6 of the Agreement. The Council is comprised of cabinet-level or equivalent representatives of the Parties,
who may be represented on the Council by their deputies or high-level designees.
On 28 January 2010, Officials from the United States and Peru participated in the first meeting of the
Labor Affairs Council that was created under the PTPA. The Labor Affairs Council of the TPA held its second
meeting on October 17th, 2014, in Lima, Peru.
