On August 8, 2022, began the first round of negotiations for a Free Trade Agreement between Costa Rica and Ecuador, after the announcement made in June 2022 within the framework of the IX Summit of the Americas.
The negotiating teams from Costa Rica and Ecuador held the II Negotiating Round from October 3 to 7, 2022. This round was focused on reviewing issues on trade in services, electronic commerce, telecommunications, financial services, temporary entry of business people, investment, access to markets, intellectual property, institutional matters and dispute resolution. On November 1, the third round of negotiation of the Trade Association Agreement between Costa Rica and Ecuador began, in which a review of the pending regulatory issues, as well as institutional and investment issues, was carried out. There were also negotiations of the conditions of access of goods to markets and of specific rules of origin.
The fourth round of negotiations began on December 6, 2022. During this round, countries reviewed pending regulatory issues related to market access, telecommunications and electronic commerce. In addition, they continued to negotiate market access conditions and specific rules of origin for goods; as well as annexes for services, financial services and investment.
On December 19, 2022, Costa Rica and Ecuador successfully concluded the negotiation of a Trade Association Agreement between both countries, as an end point to the work of the IV round of negotiations, which began on December 6.
The Costa Rica-Ecuador Trade Association Agreement was signed on March 1, 2023.
