Guatemala and Trinidad and Tobago launched negotiations for a Partial Scope Agreement in July 2011. The first round of negotiations was held in Port of Spain, Trinidad and Tobago, from 11 to 13 April 2012. The second round of negotiations took place in Guatemala, from 21-25 May 2012.

On 6 February 2015, after six rounds of negotiations, Guatemala and Trinidad and Tobago signed Partial Scope Agreement.
