At the 20 June 2005 meeting of Foreign Ministers of MERCOSUR (composed of Argentina, Brazil, Paraguay and Uruguay) and Panama, the Parties set out a work programme. The first technical meeting took place in April 2006. The Parties exchanged information leading to an evaluation of the possibility of launching negotiations towards a trade agreement. A second meeting was planned for the second semester of 2006.

The Economic Complementation Agreement between the MERCOSUR Member States and Panama was signed on December 6, 2024.

On February 25, 2025, the Economic Complementation Agreement signed with Panama on December 6, 2024 was approved by Uruguay. On October 9, 2025, the National Assembly of Panama approved Bill No. 201, which ratifies the Economic Complementation Agreement No. 76 between Panama and MERCOSUR.
