Background and negotiations |
|
|
Negotiations for a free trade agreement between Peru
and China began on 23 January 2008. On 19 November 2008, after six rounds of negotiations, Peru and
China concluded negotiations for a FTA. In addition, negotiations for a customs cooperation agreement
and a memorandum of understanding on labor and social security cooperation were finalized.
On 28 April 2009, Peru and China signed a free trade agreement.
On November 22, 2016 Peru and China signed a Memorandum of Understanding for the Optimization of
the Peru-China Free Trade Agreement.

The Peruvian Government ratified the agreement through Decree No 092-2009-RE, which was published on 06 December 2009 in the
Official Gazzette. The Peru-China Free Trade Agreement entered into force on 01 March 2010.

Implementation of the Agreement |

Article 170 of the Peru-China Free Trade Agreement establishes a Free Trade Commission, comprised
of ministerial level officials of the Parties or their appointees with the same decision ability, as set out in Annex
11 (Free Trade Commission).

Optimization of the Agreement |
|
|
On November 17, 2018, Peru and China signed a memorandum agreeing to begin negotiations for the optimization of
their free trade agreement. In April 2019 Peru and China will begin a series of bilateral meetings to optimize their FTA.
On April 4, 2019, Peru and China held the first round of negotiations in Beijing to optimize their FTA. The second round
of negotiations took place on June 17-19, 2019 in Lima, Peru. The third round of negotiations to optimize the agreement
ended in Beijing, China on August 17, 2019. The fourth round of negotiations took place in Lima, Peru and
ended on October 6, 2019.
The fifth round of negotiations was held in Beijing from May 30 to June 2. In this round, negotiations included rules of origin, customs procedures and trade facilitation, investment, trade in services, electronic commerce, and intellectual property.
