This OAS MSME Newsletter is published by the Department of Economic Development of the Executive Secretariat for Integral
Development (SEDI). It is dedicated to measures recently announced by OAS Member States to drive the economic recovery
of micro, small and medium-sized enterprises (MSMEs). The policy responses vary from country to country and are specific
to the economic circumstances of each Member State. Given that every day produces new developments, this inventory is in
no way exhaustive.
Productive Development will support SMEs with projects with a gender perspective with up to $5 million
Ministry announced call for the Produce with Equity program, which allocates a total of 210 million pesos to support SMEs and
cooperatives that develop projects with a gender focus.
The Ministry of Productive Development allocates $250 million to strengthen the video game industry
The second call for the Enhance Knowledge Economy Program was opened. Approved projects will be able to access assistance of a
maximum of $6 million in Non-Reimbursable Contributions (ANR).
$70 million announced for SMEs
The objective is to promote the exports of SMEs throughout the country and the substitution of imports.
$16,000M will be allocated to strengthen the financial inclusion of small businesses, businesses and MSMEs
The agreement, through Banco Credicoop, includes the implementation of a microcredit line through a preloaded card, for a total amount
of $10,000 million, which will be used to finance working capital and investment for microenterprises.

MICM and BCRD will develop a national survey to benefit MSMEs
The Ministry of Industry, Commerce and MSMEs (MICM) and the Central Bank of the Dominican Republic (BCRD) signed a memorandum of understanding for the
execution of the "National Survey of Micro, Small and Medium Enterprises 2022-2023”. The survey will collect economic and financial information for
the design of policies that encourage the development of these enterprises, which stimulates the local economy.

Ecuador has a National Entrepreneurship Guide
The Ministry of Production, Foreign Trade, Investments and Fisheries (MPCEIP) presented the National Entrepreneurship Guide,
a web portal that integrates, in one place and with easy access, the necessary information to start and develop new business
initiatives or ventures. This platform was implemented jointly with the United Nations Development Program (UNDP) and the
United Nations High Commissioner for Refugees (UNHCR).

Boutiques of the SMEs in consulates and diplomatic representations of El Salvador
Since 2019, the promotion, the search for commercial opportunities and business contacts of the products
of the Salvadoran MYPE abroad have been promoted, under the concept of Trading Houses, this is how the import,
sale and distribution of goods is carried out in the country in which this type of agreement is established.
Currently, there are 24 Marketing Houses and more continue to be managed through the Export Unit of CONAMYPE.

MCI and AIDE join forces for business development in the country
The Ministry of Trade and Industry (MCI) signed, on May 12, 2022, a memorandum of understanding with the Agency for Investment
and Business Development (AIDE), with a view to promoting and facilitating the development of trade and industry. To do this,
a whole series of activities are planned between these two entities.

EX-IM Bank Targets SMEs Involved in Non-Traditional Exports
The National Export-Import Bank of Jamaica Limited (Ex-Im Bank) will, this year, be placing special focus on providing
support to small and medium-sized enterprises (SMEs) involved in non-traditional exports. These include tourism and
its linkages, manufacturing, agro-processing, mining, the service industry, information and communications technology
(ICT), and the creative industries.
JBDC Spearheading Projects Valued at Over $1 Million to Benefit MSMEs
The Jamaica Business Development Corporation (JBDC) will be spearheading the implementation of several projects,
valued just over US$1 million, which are programmed for rollout during fiscal year 2022/23. These engagements,
which aim to bolster the local entrepreneurship ecosystem, are being financed by the Government of Jamaica and
several international development partners.
Digital Transformation Coming for MSMEs
A digital transformation support programme is being designed for micro, small and medium-sized enterprises (MSMEs),
to aid in the adoption of technological solutions that will improve sustainability and advance the sector’s growth.
The initiative, which will involve the integration of specialised digitalisation business development support, is
being undertaken by the Industry, Investment and Commerce Ministry with the support of the European Union (EU)
Delegation to Jamaica, and the Planning Institute of Jamaica (PIOJ).

The Ministry of Economy, through the Mexican Institute of Industrial Property (IMPI), promotes the strengthening
of MSMEs and the protection of their industrial property
The IMPI signs agreements with the Secretariats of Economic Development and counterpart entities in the Mexican
states to grant MSMEs a 90% discount on their applications for trademark registration.

National Entrepreneurship Council coordinates actions for the future of MSMEs
The Government Innovation Authority is working on a tool that will allow entrepreneurs and small businessmen
to have access to social security and bank loans.
Ampyme and ministers coordinate entrepreneurship strategies in indigenous areas
Ampyme held an inter-institutional meeting for the coordination of new and existing projects for
the benefit of the indigenous population throughout the country. The intention is to strengthen
actions in support of entrepreneurship in indigenous areas, through tourism, the promotion of
culture, dance, gastronomy and other indigenous activities.

The purpose is to publicize the training and support program on Sello Integral, whose main objective
is to prepare micro, small and medium-sized companies for a successful application for the Integrity

Produce creates a fund of up to S/ 800 million for textile and clothing SMEs
In order to promote the development of MSEs, the Ministry of Production (Produce) created the
Business Support Fund for the Textile and Apparel Sector (FAE-TEXCO), with the aim of guaranteeing
credits for micro and small businesses and productive units (prior formalization) up to S/ 100
thousand.
SMEs can apply to produce more than 872 thousand goods for the MINDEF
In the context of the emergency measure "Purchases from MYPErú", the Ministry of Production (PRODUCE) launched
two calls through the Purchasing Execution Center of the Ministry of Defense (NEC MINDEF) so that the country's

The announcement highlights the Agency’s commitment to creating funding opportunities that increase equity
for small business owners. Through the SBA’s Office of Women’s Business Ownership (OWBO), the WBCs will help
entrepreneurs pivot, grow and navigate new opportunities created through the Bipartisan Infrastructure Law,
such as competing in the burgeoning industries solving climate change and growing clean-energy supply chains
that will help expand global exporting.

Industrial MSMEs may apply for MIEM non-reimbursable funds to improve their competitiveness
The MIEM, through DNI, presented two tools that leverage industrial investments and provide advice for their
development: the Industrial Fund and the Technological Linkage Fund.
