This OAS MSME Newsletter is published by the Department of Economic Development of the Executive Secretariat for Integral
Development (SEDI). It is dedicated to measures recently announced by OAS Member States to drive the economic recovery
of micro, small and medium-sized enterprises (MSMEs). The policy responses vary from country to country and are specific
to the economic circumstances of each Member State. Given that every day produces new developments, this inventory is in
no way exhaustive.
Productive Development Will Allocate $3000 Million to Promote the Productive Transformation of SMEs
The call was launched for the SME Productive Transformation line for a total amount of $ 3,000 million, which
will have the support of the National Productive Development Fund (FONDEP) and will be aimed at MSMEs with
strategic projects that improve their productivity, increase exports and promote the development of its value chain.
More Financing Alternatives for 200,000 Enterprises Without the Need for a Credit Evaluation
The negotiation of Electronic Credit Invoices in the Capital Market grew by 49% in the first 8 months of the year
in relation to the same period of 2020. This tool offers financing alternatives for more than 200,000 companies
without the need for a credit evaluation.
The Number of MSMEs That Can Access Tax Benefits and Subsidized Credits Tripled
In the last two years, the number of micro, small and medium-sized companies that have a current certificate issued by the Ministry of Productive
Development tripled, which translates into greater access to tax benefits, financing lines, and training and assistance plans offered by the
national government.
The Government Grants $ 2 Billion in Assistance and Financing for Training Projects for SMEs
The Ministry of Productive Development announced benefits for municipalities and institutions that support SMEs, such as Business Chambers,
Industrial Parks, Public Universities and Development Agencies, in the Line of Non-Refundable Contributions for the financing of strategic
training projects of sectorial impact and/or regional. Institutions can finance training activities, computer equipment, software, etc.
Productive Development Launched the SME Help Center
The SME Help Center was launched. It is a digital and telephone consultation channel that provides technical assistance to MSMEs,
entrepreneurs and female entrepreneurs on the programs, tools and lines of financing offered by the national government.

Call for Applications to Deliver the Women Entrepreneurship Loan Fund
As Canada works to finish the fight against COVID-19, the government is committed to ensuring a strong, inclusive economic recovery
that addresses systemic gaps and empowers women in the economy.
The Minister of Small Business, Export Promotion and International Trade, announced the launch of a call for applications to deliver
the Women Entrepreneurship Loan Fund. The loan fund is a key element of Budget 2021’s commitment to accelerate the Women Entrepreneurship
Strategy, helping more women entrepreneurs access the funding they need to start up, scale up and export to new markets.

Working Table on Inclusive Trade of the Undersecretariat of International Economic Relations, Chile (SUBREI) is Inaugurated
The first Roundtable on Inclusive Trade among public institutions was held, organized by the Undersecretariat of International Economic
Relations. The event counted with the participation of representatives from the areas of International Affairs, Gender; SMEs, and Native
Peoples from different government agencies, including representatives from regions.
Digital Checkup
The Digital Checkup is an online test that allows micro, small and medium-sized entrepreneurs to know the level of digital maturity of
their SME and covers, through various questions, seven dimensions of the business.

The Vice Ministry of Business Development made a presentation to the Association of Micro, Small and Medium Enterprises (ACOPI)
regarding the economic reactivation activities that the Ministry of Commerce, Industry and Tourism is executing to promote the

Inauguration of the Paysandú SME Center
The SME Centers are spaces in which businessmen and entrepreneurs have access to a comprehensive offer of services, with the aim
of strengthening their management capacity.
Florida SME Center Inaugurated
The SME Centers seek to reach the entire Uruguayan territory with tools to promote the growth of micro, small and medium-sized companies,
as well as entrepreneurs. It is a space where they can access 100% subsidized professional support and various services.
SOS Pymes, the New ANDE Program for Reactivation
This new program launched today by the National Development Agency (ANDE) aims to support MSMEs and enterprises in the current situation
generated by the health emergency and contribute to the recovery and reactivation of the sector. It is an instrument through which technical
assistance is given to entrepreneurs and small companies with the aim of providing them with tools to promote, formalize and reactivate
their businesses. In the cases considered pertinent, non-reimbursable financial support of up to $ 120,000 per company will be granted for
the implementation of the start-up, reactivation or formalization plan carried out in the technical assistance instance.
Treinta y Tres SME Center Officially Inaugurated
The SME Centers program is an initiative carried out by ANDE that seeks to reach the entire Uruguayan territory with available tools
to promote the growth of micro, small and medium-sized companies, as well as entrepreneurs.
First SME Center in the Country in Operation in Cerro Largo
During the event, the authorities highlighted the importance of being able to decentralize the services available for micro, small and
medium enterprises, and for entrepreneurs; as well as working in coordination between the National Government and local government and
institutions.

VII Inter-American Dialogue of High-Level MSME Authorities “Public Policies, Programs, and Solutions for the Post-COVID
Economic Recovery of Micro, Small and Medium-sized Enterprises (MSMEs)”
Vice ministers, permanent secretaries responsible for the portfolio of Micro, Small and Medium Enterprises (MIPYMES)
and other authorities of the sector participated, this September 9 and 10, in the VII Inter-American Dialogue of
High-Level MSME Authorities “Public Policies, Programs, and Solutions for the Post-COVID Economic Recovery of Micro,
Small and Medium-sized Enterprises (MSMEs)” which will take place in virtual format.
The meeting was organized by the Organization of American States (OAS) and SERCOTEC, Chile’s agency supporting
micro-enterprises and entrepreneurs. During the event, participants exchanged knowledge, experiences, best practices
and concrete opportunities for cooperation to support the competitiveness, innovation and internationalization of MSMEs.
