This OAS MSME Newsletter is published by the Department of Economic Development of the Executive Secretariat for Integral
Development (SEDI). It is dedicated to measures recently announced by OAS Member States to drive the economic recovery
of micro, small and medium-sized enterprises (MSMEs). The policy responses vary from country to country and are specific
to the economic circumstances of each Member State. Given that every day produces new developments, this inventory is in
no way exhaustive.
Green Productive Development Plan Launched
The Ministry of Productive Development, together with the Ministry of Territorial Development and Habitat, launched the
Green Productive Development Plan, which represents an investment of more than 10,000 million pesos through different
technical and financial support tools for the development of suppliers in the green economy, the promotion of circular
production processes and environmental adaptation, in more than 3,500 Argentine companies from different sectors.
Ministry of Productive Development and the province of Buenos Aires announce loans for $ 400 million for SMEs led by women
These are loans with a subsidized rate for productive investment projects for up to $ 20 million per SME.
Argentina and Germany Agreed to Cooperate to Promote the Digitization of SMEs
It was agreed to work together to promote digitization, innovation and optimization of resources in Argentine SMEs, through the exchange of know-how and technology.

Trusts for the Reactivation and Development of the National Industry Established
The Ministry of Production reported that the actions for the national productive reactivation began on December 17, 2020, when the Bolivian Government
established the Trusts for the Reactivation and Development of the National Industry (Firedin) with Substitution of Imports (SIBOLIVIA) with a fund of
Bs 911.1 million for productive loans at a fixed annual interest rate of 0.5%.

Sebrae Launches Second Edition of the Entrepreneurial Education Award
The best practices of teachers from all over Brazil will be awarded and disseminated by the entity. With the aim of expanding
entrepreneurial education in the school environment, Sebrae launched the 2nd edition of the Sebrae Prize for Entrepreneurship
Education. The initiative will promote and recognize the best practices of basic, secondary, higher and technical education
teachers throughout the country, valuing the work of the most committed professionals.
Credit Incentive Program is Launched With the Potential to Provide R $ 48 Billion in Loans
The Federal Government launched the Credit Incentive Program (PEC) with the objective of stimulating bank loans to individual
microentrepreneurs (MEI), micro and small businesses and rural producers, with annual gross income of up to R $ 4.8 million.

The investment environment in innovative business has evolved in recent years in Brazil, leading the country to rank among the 10
countries with the largest number of startups valued above US$ 1 billion in the market, the so-called unicorns. With the increased
appetite of investors and the number of players in the ecosystem, small business owners must also prepare to attract investments,
whatever the maturity of the business.

Government Highlights Importance of Small Business in Canadian Recovery at CanadianSME Small Business Expo
Minister of Small Business, Export Promotion and International Trade, joined 1,500 business owners, organizations and industry
leaders from across Canada to kick off CanadianSME’s Small Business Expo 2021.The Minister highlighted the government’s continued
support of small and medium-sized enterprises, discussing the emergency supports that have helped them pay their bills and keep
employees on the payroll during the pandemic. Minister Ng also spoke about the work being done to support small businesses in
making a strong economic recovery, calling attention to the Canada Recovery Hiring Program that will help Canadian businesses
hire more workers or increase the hours and compensation of existing employees.
Government Announces Shop Local Investment Benefiting Canada’s Small Businesses
Shop Local, a Canada-wide investment of $33 million to encourage Canadians to shop locally, was launched. Nearly $9 million of
that total will be invested in Ontario, through the Ontario Chamber of Commerce, to support businesses in reopening and staying
open so they can thrive as the economy recovers. The funding will be provided through provincial and territorial chambers of
commerce to support awareness-building campaigns that promote consumer confidence and local businesses. The amount of funding
allocated to each chamber is based primarily on the percentage of small businesses in its region.
Government Announces a Call for Applications for Stream 1 of the Canada Digital Adoption Program
Government launched a call for applications for the Canada Digital Adoption Program’s (CDAP) first stream, Grow
Your Business Online. Announced in Budget 2021, the CDAP is an investment of $4 billion and will be comprised of
two streams, with stream 2, Boost Your Business Tech, also including $2.6 billion in zero-interest loans to help
Canadian businesses adopt new technologies. The first stream will award funding of up to $336.8 million to
not-for-profit organizations to support small businesses as they adopt digital technologies such as digital
storefronts and e-commerce platforms, and expand their digital presence.

Mincomercio and Bancóldex Finance Sustainable Economy Projects With Resources of About $ 30 Million
This is the "Sustainable Adelante" line of credit, which seeks to support initiatives in the circular economy,
bioeconomy, and mitigation and adaptation to climate change. Companies from all economic sectors that have this
type of project will be able to benefit. The credits will have the backing of the National Guarantee Fund (FNG).
The initiative seeks to leverage the recovery of Colombian companies, by strengthening their investments in sustainable
development, since the reactivation of the economy will only be possible if the resilience and sustainable capacities
of companies are strengthened.

Nestlé and MICM Will Train Participants of the Plan Barrio program
Nestlé Dominicana and the Ministry of Industry, Commerce and MSMEs (MICM) launched the “Nestlé-MICM Plan Barrio Training
Program”, with which they will continue to support the partners of the Plan Barrio program, seeking to provide tools for
their development. personal and professional.
Through a strategic alliance with the MICM, the program will allow participants to receive training on financial education,
digital marketing, formalization, associativity and sustainability, with specialists in these areas from the MSMEs of this
ministry.
MICM and the European Union Train MSMEs in the Gastronomic Sector in Cleaner Production
The Ministry of Industry, Commerce and Mipymes (MICM) and the European Union (EU) began a series of trainings in Cleaner Production
and Circular Economy applied to the Gastronomic Industry, with the aim that restaurants implement measures that reduce the environmental
impact of their activities and optimize your resources.
The initiative to support MSMEs in the gastronomic sector includes six workshops on sustainable production and waste management;
two have already been held with the participation of more than 35 members of the sector.

More Funding Support for MSMEs
Micro, small and medium-sized enterprises (MSMEs) are now able to access $675 million in additional funding support
from the Government, under the new 4.75 per cent MSME Loan Programme. The facility, which was officially launched on
June 24, is being spearheaded by the Ministry of Industry, Investment and Commerce, through portfolio agency the
National Export-Import (EX-IM) Bank, in tandem with Jamaica National Small Business Loans Limited (JNSBL).

Capitalization for the Implementation of Business Plans for Leading Families of Telica, León
The Government of Reconciliation and National Unity, through the Ministry of Family, Community, Cooperative and

Ampyme Delivers Seed Capital to Indigenous Entrepreneurs
A group of 25 entrepreneurs from the Emberá Querá indigenous community received Seed Capital from the Micro, Small and Medium
Enterprise Authority (AMPYME) that will allow them to start and reactivate their economic activities. The residents of this
area are basically engaged in tourism and other related activities such as the sale of handcrafts, the sale of food; they
also practice subsistence agriculture and fishing.
With the capital contributed, the beneficiaries will reactivate their tourism, restaurant, refreshment and chicken farming
businesses.
IPHE and Ampyme Sign Technical Assistance Agreement
The Panamanian Institute for Special Habilitation (IPHE) and the Micro, Small and Medium Enterprise Authority
(AMPYME) signed a Framework Agreement for Cooperation and Technical Assistance, with the aim of carrying out
training projects for the generation of jobs and economic recovery.
The objective of the agreement is to develop programs through an academic, business, technological, scientific
and inter-institutional approach, for the benefit of both entities, especially the teaching staff, administrative
officials, students with disabilities and their families.

MIC Continues with its Distance Training Program Aimed at MSMEs
These courses are aimed at micro, small and medium-sized companies interested in focusing their ideas and
promoting their products, acquiring knowledge related to the commercial and administrative management of
their micro-enterprises.
National Award MIPYMES 2021 already has 930 registered microenterprises
To date, there are about 930 microenterprises registered to participate in the third edition of the National
MIPYMEs Award, organized by the Project for Strengthening the Capacity of MSMEs in Paraguay (FOMIPYMES),
implemented thanks to a joint agreement between the Technical Mission of Taiwan and the Ministry of Industry
and Commerce (MIC).

Executive Promulgates Law that Facilitates Access to Liquidity for PYMEs Promoted by Produce
The Executive Power promulgated Law No. 31248, promoted by the Ministry of Production, whose objective is to
make the Emergency Decree No. 013-2020 viable as a liquidity tool for MSEs through purchase orders and services
with the Government, as well as other modifications that impact alternative financial instruments.

Purchases from MYPErú becomes a national program that in the first five years expects to have as suppliers at least

58% Increase in Small and Medium-sized Enterprises (SMEs) Between 2017 and 2020
The Government’s commitment to investing in private sector growth has been exhibiting positive results as the
Ministry of Finance reports a 58% increase in small and medium-sized enterprises (SMEs) between 2017 and 2020.
With the help of targeted investments to grow the sector, an additional 13,986 SMEs have opened their doors,

SBA Awards Humboldt State University Over $258,000 to Launch a Veterans Business Outreach Center
The U.S. Small Business Administration awarded over $258,000 in funding to Humboldt State University to provide training and
counseling as a Veterans Business Outreach Center (VBOC) serving veteran small business owners in Northern California (to
include all counties north of Santa Barbara, Ventura, Los Angeles, and San Bernardino counties).
SBA Announces Extension of $100 Million Grant ‘Community Navigator Pilot’ Program Proposals to July 23, 2021
The U.S. Small Business Administration announced the extended application date for its new Community Navigator Pilot Program.
SBA will now accept proposal submissions through July 23, 2021, and anticipates making award decisions by September 2021. This
new initiative, established by the American Rescue Plan Act of 2021, will leverage a community navigator approach to reach our
nation’s smallest businesses, with a priority focus on those owned by socially and economically disadvantaged individuals, as
well as women and veterans.

The VII Inter-American Dialogue of High-Level MSME Authorities “Public Policies, Programs, and Solutions for the Post-COVID

The objective of the Dialogue is to exchange knowledge, experiences and good practices and identify concrete opportunities
for cooperation to support the competitiveness, innovation and internationalization of MSMEs and their post-COVID recovery.

The OAS-WhatsApp Business Partnership for MSMEs was recently launched as part of the OAS MSME Digitalization Program.
