This OAS MSME Newsletter is published by the Department of Economic Development of the Executive Secretariat for Integral Development (SEDI). It is dedicated to measures recently announced by OAS Member States to drive the economic recovery of micro, small and medium-sized enterprises (MSMEs). The policy responses vary from country to country and are specific to the economic circumstances of each Member State. Given that every day produces new developments, this inventory is in no way exhaustive.



Argentina

Productive Development trained more than 200 SMEs in management with a gender perspective

More than 200 businessmen and women who are studying the Diploma in Management and Direction of SMEs were trained in gender perspective, a joint initiative between the Secretariat of Small and Medium-sized Enterprises and Entrepreneurs (SEPYME) and the National University of San Martín ( UNSAM) created to strengthen the skills and strategic vision of companies.


The Government approved the creation of 19 Digital Transformation Units to increase the productivity of SMEs

The Ministry of Productive Development, through the Secretariat for Small and Medium Enterprises and Entrepreneurs (SEPYME), approved an assistance of more than $ 88 million that will be used for consulting services for the creation and start-up of 19 Business Units. Digital Transformation (UTD), distributed federally to increase the productivity and competitiveness of SMEs through the adoption of digital technologies and skills.


The National Guarantee Council met to design new financial inclusion strategies for SMEs

The first working group meeting was held to strengthen and diversify the granting of credit guarantees, in addition to improving access to bank financing for micro, small and medium-sized enterprises.

Digital Corporate Registry Launched

Barbados Corporate Affairs and Intellectual Property Office (CAIPO) launched a redesigned Corporate Registry, transitioning from paper applications to a fully digital application process.

FONSOMEFP buys products made in Bolivia to encourage national production

The acquisition of national products from micro and small businesses is in line with the government to encourage local production for the benefit of Bolivian producer families.

Innovation event featured 44 conferences from Sebrae, in addition to the launch of an exclusive credit line for technology-based companies.

Government announces partners to establish Black Entrepreneurship Knowledge Hub

The Government of Canada is working to address long-standing barriers through its first-ever Black Entrepreneurship Program—an investment of over $400 million to support the long-term success of Black entrepreneurs and business owners.

Colombia

Mincomercio call Colombian MSMEs to participate in the Innova 2021 award

The Ministry of Commerce, Industry and Tourism and iNNpulsa Colombia announced the opening of the call for the Colombian Award for Business Innovation for MSMEs "Innova". In this opportunity, the award will have the following six categories: product innovation; service innovation; innovation of production processes; business innovation; open innovation; and social innovation.


Mincomercio receives EU financial support for inclusive and sustainable economic and business development in Colombia

The Colombian Government and the European Union signed the financing agreement "Sector reform performance contract for an inclusive, green and competitive economy in Colombia", with resources for 20 million euros.

Costa Rica

Bill to improve support for SMEs

The Government presented a bill that was prepared in collaboration with institutions and sectors that are part of the SME Advisory Council, which intends to modify the Law of Strengthening of Small and Medium Enterprises, Law No. 8262, with the purpose of incorporating new support tools for SMEs, as well as an activity that is recognized in the proposal as essential to promote economic activity: entrepreneurship.

Dominican Republic

Ministry of Industry, Commerce and MIPYMES (MIC) technicians propose a plan for MSMEs to use ICT to improve productivity and competitiveness

It was proposed to transform the country into the Digital Republic of the Caribbean through programs that promote among micro, small and medium-sized enterprises the use of Information and Communication Technologies (ICT) to improve their productivity and competitiveness.

El Salvador

Funds delivered to the artisan sector for the start-up of community workshops and to finalists of the 2021 National Crafts Award.

The Government of El Salvador, through the National Commission for Micro and Small Enterprises (CONAMYPE) made the delivery of $ 60,000.00 for the creation of community workshops in the municipalities of Zacatecoluca and Quezaltepeque.


An agreement is signed to facilitate the participation of MSEs in the public procurement market

The Government of El Salvador, through the National Micro and Small Business Commission (CONAMYPE) will sign an agreement to support the MSEs of the municipalities of El Rosarío, San Miguel, San Rafael Cedros, Tenancingo, Suchitoto and Ciudad Barrios, as well as well as the ISSS providers.

With these types of agreements, the aim is to generate and promote business opportunities for the supplier MSEs, through State purchases and increase compliance with the Public Administration Procurement and Contracting Law (LACAP).

Guatemala

Support Fund for Micro, Small and Medium Enterprises

The Ministry of Economy (MINECO) and the Commission for Small and Medium Enterprises of the Congress of the Republic reported through a press conference that the resources for Q400 million from the Support Fund for Micro, Small and Medium Enterprises are already available to business owners of MIPYMES, as well as for entrepreneurial activities, and it will be the National Mortgage Credit (CHN) that will execute it through its network of banking agencies.


White Seal for MSMEs

A group of five companies from the handicrafts, chocolate and coffee sectors, from Quetzaltenango, Totonicapán, Chiquimula and Petén, received this Wednesday the first "White Stamps" that recognize them as companies with export quality.


The White Seal is a distinction that was born in order to give visibility to Guatemalan MSMEs through an approach of consumer social responsibility, to link them to the international market and thus promote local development.

OAS Supports JBDC with Growth of MSMEs

The Organization of American States (OAS), through its Development Cooperation Fund (DCF), has approved a grant of US$100,000 to support the Jamaica Business Development Corporation (JBDC) with its project to accelerate the growth of micro, small and medium enterprises (MSMEs) in Jamaica through innovation and technology.


JBDC, DBJ To Invest $60 Million in Accelerator Program

The Jamaica Business Development Corporation (JBDC) is targeting 60 local entrepreneurs within the micro, small, and medium-sized enterprise (MSME) sector for Cohort 4 of its Accelerator Programme, which is set to get under way in early 2022.


20 MSEs to Benefit From DBJ'S Ignite III

367 Seed Capital for an amount of B / .705,600 was delivered to entrepreneurs who are engaged in various activities and who will start their businesses and help rescue the national economy and create new jobs.

The allocation of 241 Seed Capital for people with disabilities is contemplated in compliance with Law 538 of 2021, which establishes the allocation of Seed Capital for the benefit of this social group.

National Program Tu Empresa formalized 33,654 MSMEs throughout the country

The National Program Tu Empress, created to contribute to the increase in productivity and sales of micro and small enterprises throughout the country, closed the year 2021 managing to formalize 33,654 SMEs, after hard work considering the current social and economic context after the global pandemic.


More than 250 SMEs from Peru participate in a virtual fair to support economic reactivation

The National Program Tu Empresa of the Ministry of Production held the II Edition of the Unstoppable Peru Virtual Fair, which houses 275 micro-enterprises in the country, who for the first time access the digital world through a free online store for the sale of their products. The inauguration took place through the Zoom platform.

SBA Administrator Guzman Announces $1.1 Million in Awards to Support Native American Entrepreneurs

The U.S. Small Business Administration (SBA) announced the awardees of $1.1 million in grants and contracts to promote the development, success, and long-term sustainability of Native American-owned businesses.


SBA Administrator Announces Plans to Elevate the Office of Women’s Business Ownership

The U.S. Small Business Administration Administrator announced that the SBA intends to elevate its Office of Women’s Business Ownership (OWBO) to directly report to the Office of the Administrator. Under Administrator Guzman, the SBA has expanded the number of Women’s Business Centers (WBCs) to a record 140 locations nationwide. These WBCs offer a network of extensive on-the-ground resources that include free to low-cost counseling, training, business development technical assistance and are dedicated to assisting women entrepreneurs to start, grow, and expand their enterprises.

Uruguay

SME Centers of Artigas, Río Negro and Flores are now open

The SME Centers of Artigas (based in the departmental capital and in Bella Unión), Río Negro and Flores were opened.

The SME Centers program, which is carried out by the National Development Agency (ANDE), in conjunction with local public and private partners in each department, seeks to reach the entire Uruguayan territory with tools to promote the growth of micro, small and business enterprises. It is a space where companies and entrepreneurs can access 100% subsidized professional support and various services.


MSME of the Year Award awarded for the first time

The MSME of the Year 2021 Award was awarded, in 4 categories, granted by the National Development Agency (ANDE), to recognize micro, small and medium-sized enterprises that with their activities are boosting the country's economy and the generation of employment, in this year and a half of pandemic. It is the first time that this award has been awarded, which had 12 finalists chosen from among 170 companies that applied from all departments of the country. Of the 12 finalist companies, the 4 winners were chosen by public vote.
