This OAS MSME Newsletter is published by the Department of Economic Development of the Executive Secretariat for Integral
Development (SEDI). It is dedicated to measures recently announced by OAS Member States to drive the economic recovery
of micro, small and medium-sized enterprises (MSMEs). The policy responses vary from country to country and are specific
to the economic circumstances of each Member State. Given that every day produces new developments, this inventory is in
no way exhaustive.
Desarrollo Productivo launches the “Strengthen Program” and allocates $ 120M to assist SMEs of the Knowledge Economy
This program grants assistance of up to $ 1,200,000 for companies to carry out activities that allow them to comply with the
requirements of the Law and thus be able to enter the program.
Desarrollo Productivo will finance entrepreneurial projects for $ 180 million
Non-Refundable Contributions will be granted for 180 million pesos to finance ventures that incorporate innovation and industry
4.0 solutions or contribute to generating social impact in their communities.
The Government announced the creation of two new SME University Centers
The creation of two SME University Centers was approved for which an investment of almost $ 10 million will be made, with the National University
of Jujuy (UNJu) and the National University of Hurlingham (UNaHur). These spaces aim to collaborate in the identification, formulation and
implementation of innovation projects for the competitive and productive improvement of local and regional MSMEs.
New credit line for the digitization of SMEs
A new line of credits from the Banco de la Nación Argentina, with rates subsidized by FONDEP.
Desarrollo Productivo allocates 300 million pesos in tax credit for training in SMEs
Opened a new edition of the Tax Credit for training program, with a total budget of $ 300 million. The program promotes the
investment of SMEs in the training of their workers and middle managers, based on the total or partial reimbursement of the cost.
The National SME Training Agency was launched: with an investment of $ 2.3 billion, more than 170 thousand workers from 40 thousand
companies will be trained this year
The National SME Training Agency is an initiative that will train more than 170,000 workers and will reach 40,000 MSMEs and entrepreneurs in 2021,
with a total budget of $ 2,300 million.

Caribbean Micro, Small and Medium Enterprise Centre Welcomed
The newly launched Caribbean Micro, Small and Medium Enterprise Centre is being endorsed by the Ministry of Energy, Small Business and Entrepreneurship.
The Center is hosted by the Sagicor Cave Hill School of Business and Management and The University of the West Indies Cave Hill Campus.

Government implements the "Electronic Catalog - Purchase Made in Bolivia" to promote national production and reactivate the economy
The national Government approved Decree 4505 that regulates Law 1257 for the Promotion of State Acquisition of National Assets, which
implements the "Electronic Catalog - Purchase Made in Bolivia", with the aim of modernizing state purchases, encouraging national
production and reducing the times in the purchasing of products.

ReactivaTECH - Negocios Abierta will support reactivation of more than 100,000 Colombian companies
This is a joint effort between Mincomercio, iNNpulsa Colombia, MinTIC and CredibanCo, with the support of different allies, which
offers companies, especially small and medium-sized ones, solutions so that current businesses remain open and new ones open.
More services to assist 50,000 micro-businesses in 2021
The initiative, from the Ministry of Commerce, Industry and Tourism, and Colombia Productiva, is part of the Economy for People
policy and the Compra Lo Nuestro strategy.
Through a new virtual space, businesses will be able to identify and improve their internal problems and will have tools so that
they can make the digital leap, in order to increase their sales or be more profitable.

Ministry of Production provided resources to 90 winning projects of the Emprende Fund
After a process of application and selection that began the previous year, the 90 winning projects of the Emprende Fund: Productive
Ecuador that is executed by the Ministry of Production, Foreign Trade, Investments and Fisheries (MPCEIP), received part of the
non-reimbursable funds destined for develop innovative production projects in the fields of transport and logistics; fresh and
processed foods; technology, biotechnology, metalworking; environmental services; building; Health; and tourism.
MPCEIP and Asemec sign a cooperation agreement to promote the internationalization of MSMEs
An inter-institutional cooperation agreement was signed with the Ecuadorian Association of Express and Courier Messaging Companies (Asemec)

Funds for innovation and reactivation for MSME
The National Commission for Micro and Small Enterprises (CONAMYPE) together with the Board of Directors of the Special Fund for Resources
from the Privatization of ANTEL (FANTEL), granted $ 15,000.00 to MYPE of the Craft Sector.
30 MYPE trained in accounting
The National Commission for Micro and Small Enterprises (CONAMYPE) developed specialized technical assistance for formalization aimed
at strengthening accounting, financial and fiscal aspects for MYPE in the coastal zone of the country.

More than 100 informal operators in the micro, small and medium-sized enterprise (MSME) sector will benefit from support to
transition to formal status.
$1 Billion Allocated For ‘Go Digital’ Initiative To Support Small Businesses
The Ministry of Industry, Investment and Commerce has earmarked $1 billion to fund the ‘Go Digital’ initiative, being spearheaded
by the Jamaica Business Development Corporation (JBDC) to support small businesses.
Scotiabank deepens SME support through online intervention programme
Scotiabank, in partnership with global entrepreneur Brad Sugars, will host a 30-day online intervention programme, aimed at
providing support to small and medium-sized enterprises (SMEs).
During the 30-day period to commence this month, registered participants will gain free access to international business coaching
sessions dubbed 'Brad Sugars 30x', which, through quick half-hour video sessions, participants will be exposed to winning strategies
that can be used to optimise, revamp or modify their businesses.

MSMEs will be able to be exempt from fines
The Ministry of Industry and Commerce (MIC), through the General Directorate of Formalization and Registration, the Directorate of
Business Promotion and the Directorate of RENAMIPYMES, dependent on the Vice Ministry of MIPYMES, communicated to all micro, small
and medium-sized enterprises the 100% exemption from fines and surcharges, in late registration in the Employer Registry, late
submission of annual work sheets and communication of employee movement, according to Resolution No. 539/2021 of the Ministry of
Labor, Employment and Social Security (MTESS).
Differentiated tariff for MSMEs in the drug, cosmetic, household and related sectors
Through Resolution No. 278, dated May 6, 2021, a differentiated tariff was established for MSMEs in the sector of medicines,
cosmetic, domestic and related products, "for the authorization of establishments and health records granted by the National
Directorate of Sanitary Surveillance (Dinavisa)”.
MSMEs are beneficiaries of various programs for the economic reactivation of the sector
The head of the Vice Ministry of MIPYMES, on the occasion of the Entrepreneurs Fair, held at the Mariscal López Shopping,
with the support of ASOMIPYMES, ASEPY and directors of the aforementioned shopping center , highlighted the joint work of
the unions and the private sector, in the realization of this event that brought together more than 70 MSMEs and entrepreneurs,
from 23 cities in the country.

The first virtual meeting of the Training Course in Management and Administration of MSMEs began, organized by the Vice
Ministry of MSMEs of the Ministry of Industry and Commerce (MIC), with consultants specialized in business and law areas
